Perhaps a homosexual will correct me here, but isn’t part of the homo attraction to do with the lack of a need for contraception and thereby responsibility? Call it free (gay) sex; no worries about a child being conceived and yet unbridled lust and sexual satisfaction. I do not believe that most prisoners involved in gay sex will use a condom anyway.

Perhaps the solution lies in the segregation of the homos from the others. Give the known gays a pink badge each and assign them to an area of their own. From the time an inmate starts to get on that way, give him a badge and send him over. Those in the gay section, that want condoms, can request them without influencing the general population that is not gay.
